REQUEST FOR PROPOSAL:  ATTAQUIN HOUSE - OWNER’S REPRESENTATIVE

The Mashpee Wampanoag Tribe is seeking an Owner’s Representative for the restoration of the historic Attaquin House aka Mashpee Wampanoag Parsonage. This historic structure was built in 1849, thus this project requires a unique understanding of historic preservation and the rehabilitation treatment of this period building. The owner's representative must adhere to any applicable Tribal, Federal, county or state laws applicable to the project. 

The Attaquin House was placed on the Massachusetts Historical Commission listed inventories as a contributing element of the broader Local Historical District in 2007. Owner’s Representative should have a solid understanding of the historic preservation and rehabilitation treatment of this project as well as knowledge of the requirements of the Secretary of the Interior’s for treatment of Historic Properties/Structures. 

Core Competencies:

·      Assist in General Contractor competitive bid selection processes

·      Manage all associated activities related to but not limited to project's contractors, subcontractors, inspectors, engineers and consultants

·      Be responsible for providing exceptional project leadership, offer timely guidance and direction to inform decisions and determinations as the restoration project develops 

·      Ensure the owner achieves quality restoration work that meets or exceeds any and all applicable specifications, and conforms with applicable regulatory and code compliances

The goal of the Owner's Representative is to ensure that the rehabilitation project for the historic building is successfully completed in accordance with the plans and to improve project delivery time, control costs, and ensure quality by keeping multiple, interrelated project components in sync, on time and within budget.

All bids must be sealed and properly labeled Attaquin House Owner’s Representative Proposal labeled on the envelope:  Bids must include a company description and resume of key employees who will work on the project, representative’s professional licenses, certifications, statement of past historical preservation projects (include three unaffiliated references), no-collision statement, and line item bid break down with categorical total amounts. 

·      Pre-bid conference is required and scheduled for June 16th, 2025 (11:00 – 12:00 noon) at 483 Great Neck Rd. South, Mashpee, MA 02649. 

·      Bids must be received by 4:30 PM on Friday, July 13th, 2025.

·      Delivery options: In-person drop-off or certified mail (mail date no later than Wednesday, July 9th, 2025).
